Mr. Thomas states that his lobbying registration has been strictly used for his personal interest and not for the interest of any business entity other than an LLC he personally created in law school. He states that his failure to file the report was a result of several issues, but mainly personal matters. He is the sole member of the LLC and the advocacy group. When he renewed his registration for 2023, he mistakenly believed that he also contemporaneously filed his November 2022 report. The specific period for which he was fined fell during the holiday season when he was away from home spending time with family, and he forgot to file. During the same time (November 2022 - January 2023) he was also in the process of separating from his spouse. He states the separation caused him great stress and eventually resulted in a pending divorce. Mr. Thomas would like a waiver or for his fine to be greatly reduced or suspended. He also states that he will be diligent filing his reports in the future.
