RE:
Request that the Board waive the $960 and $160 for a total of $1,120 campaign finance late fees assessed against Chase White, an unsuccessful candidate for Council Member, Division A, City of Westlake, Calcasieu Parish, in the November 8, 2022 election, whose 30-P and 10-P campaign finance disclosure reports were filed 24 and 4 days late, respectively.
Facts:
Chase White requests a waiver and states the following:

This is his first time running for public office. He didn't hire a campaign manager and had no prior knowledge. He read the documents given to him upon filing and believed he understood. He thought he had from 10/20/2022-11/30/2022 to file. After clarifying with fellow candidates, he acquired the help of Amanda Maloy, referred to him by Senator Jeremy Stine, and was notified the deadlines were 10/11/2022 and 10/31/2022 for the 30-P and 10-P reports. Mrs. Maloy filed both reports within 24 hours of being contacted by Mr. White. He is unable to come up with a financially feasible scenario in which he can rectify this situation.

Law:
18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed.

LAC 52:1205(C) states if a report is filed more than 10 days late and the amount of activity on the report is less than the amount of the late fee to be assessed, the staff may reduce the late fee to the amount of activity or 10 times the per-day penalty, whichever is greater.
