Parry Matt Thomas requests a waiver and states the following:
He decided to run for Louisiana House of Representatives District 68 in the Spring of 2019. It was his first time running for public office and he was operating without a campaign consultant. He met with the incumbent in the House Seat, Steve Carter, who advised him to reimburse the contributors and he decided against filing to qualify. He was notified by BOE that he should probably file his report and that a supervisor would contact him to verify, but he did not receive a callback or a notice. On 1/1/2023, he decided to run for public office again and contacted BOE. He was told to file the report and he would be subject to a $2,000 late fee. The report was submitted on 1/21/2023. Mr. Thomas now has a campaign consultant and realizes that ignorance of the law is not a defense, but would like to ask that the fine be reduced or eliminated.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed.
