Request that the Board waive the three (3) $1,000 for a total of $3,000 campaign finance late fees assessed against Burnell Tolbert, an unsuccessful candidate for Council Member /District 1, Lafourche Parish, in the October 12, 2019 election, whose 30-P, 10-P and 10-G campaign finance disclosure reports were filed 1,035, 1,015 and 980 days late, respectively. |

Burnell Tolbert requests a waiver and states the following:
He called the BOE to find out what he needed to know about filing the reports because he didn't want to have to pay money he didn't have. He spoke with a very nice lady and was told if he didn't receive or spend over $200 he didn't have to file a report. He called another time just to make sure and was told the same thing.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed.
