Request that the Board waive the $2,000 campaign finance late fee assessed against Jordan Bridges, an unsuccessful a candidate for State Representative, 102nd Representative District, Orleans Parish in the November 13, 2021 election, whose 10-G campaign finance disclosure report was filed 76 days late, AND the three (3) $2,000 for a total of $6,000 campaign finance late fees assessed against, Jordan Bridges, an unsuccessful candidate for Clerk, 2nd City Court. Orleans Parish in the March 26, 2022 election, whose 30-P, 10-P & 10-G campaign finance disclosure reports have not been filed.
Facts:
Jordan Bridges, requests a waiver and states the following for both elections: He has dealt with a medical issue he has battled for many years - and with the demands of campaigning that all candidates have to embrace, it has especially impacted him and his health differently. His team was very small but he takes full accountability for the things that were dropped during this time because he was unable to fully meet the physical demands all of the time that was required of him in this campaign. Now that his health has continued to improve, he has been able to take care of his responsibilities and tasks that he has wanted to finalize for a long time now. He is also sending confidential medical information to verify a timeline of my health and recovery.

NOTE: Mr. Bridges was informed on two different occasions that he is required to file 30-P, 10-P & 10-G, along with receiving e-mail notifications and NOD's.

Law:
18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed.

LAC 52:1205(C) states if a report is filed more than 10 days late and the amount of activity on the report is less than the amount of the late fee to be assessed, the staff may reduce the late fee to the amount of activity or 10 times the per-day penalty, whichever is greater.


Recommendations:
With respect to 10-G for 2021 election, reduce to $600 based on Rule 1205C; decline to waive.

With respect to 30-P, 10-P and 10-G for 2022 election, decline to waive.
