| Discussion regarding changes to the Candidate's Report form. |

1. Staff is making changes to the LEADERS program to require a candidate to select an election date or a year in which they will run for office.
2. The amended instructions were submitted to the oversight committees pursuant to R.S. 18:1495.5 on May 12, 2023. Attached is a copy of the letter requesting approval of the amended instruction page.

Attached is the current Candidate's Report form (Form 102).
Also, attached is R.S. 18:1495.5 (RS 18-1495.5), which is the statute that guides the requirements of the Candidate's Report form.
At the Board's May 5, 2023 meeting, the Board instructed staff to
1. Make changes to the LEADERS program to allow filers to pick a year for the Primary Election Date field, if the election date is not yet set.
2. Amend the instructions for Form 102, page 3, number 2 to instruct the filer that if they are not currently running for an office, they should indicate in the Office Sought field "Not a Candidate."

La. R.S. 18:1511.3 requires for the approval of campaign finance form by the Board's legislative oversight committees prior to use of the forms.
1511.3. Filing of reports; forms; notice
A.(1) All reports required by this Chapter shall be filed with the supervisory committee as otherwise provided in this Chapter on forms provided by the supervisory committee. The supervisory committee shall prepare forms for all reports required by this Chapter in conformity with the requirements of this Chapter . . . All forms shall contain instructions directing the person filing with whom to file reports. It is the intent of the legislature that the supervisory committee shall provide forms in a simple format in conformity with the requirements of this Chapter.
(2) Notwithstanding the provisions of R.S. 42:1134(A)(1) or the Administrative Procedure Act, all forms required by this Chapter and all instructions and explanation for the completion of such forms prepared by the supervisory committee shall be submitted to the Senate Committee on Senate and Governmental Affairs and the House Committee on House and Governmental Affairs for review and approval. The approval of each legislative committee shall be required prior to the utilization of a form or related instructions or explanation pursuant to this Chapter. . .
