Upon receipt of the late fee order received on 1/9/2023, Mr. Moore contacted the BOE. He was advised to file the disclosure and the form was submitted on 1/11/2023. He declares he never received the certified mail for 10/11/2022 and had he received the notice he would have complied. He would like to note that his father, Richard E. Moore, Sr.is also a Constable and received a certified letter dated 9/23/2022, which was late and he filed on 9/26/2022. He believes this may have caused confusion. Mr. Moore states this his late filing occurred during the pandemic. The Ethics Board training did not take place due to the fact J.P.s and Constables were unable to meet in large numbers. He does not understand why the delinquency notice was mailed two years later when he believed he complied. U.S.P.S. was also less than adequate for their delivery procedures during COVID. Mr. Moore prays that you understand he acted in good faith and believed his disclosure was filed correctly. He would have complied if he knew.

La. R.S. 42:1124.2
requires each person holding a public office who represents a voting district having a population of 5,000 or more persons to file an annual personal financial disclosure statement on or before May 15th of each year during which the person holds office and the year following termination of the holding of such office.
La. R.S. 42:1124.4 provides that upon discovery of the failure to file, failure to timely file, omission of information or inaccurate information, the Board shall notify the filer by sending him a notice of delinquency by certified mail. The notice of delinquency shall inform the person that the financial statement must be filed, or that the information must be disclosed or accurately disclosed, or that a written answer contesting the allegation of such failure, omission, or inaccuracy must be filed no later than seven (7) business days after receipt of the notice of delinquency.
