Amber Dugas is requesting an appearance to plead that the assessed fees be waived. During Christmas of 2019, she and her husband were diagnosed with Flu B, which was later diagnosed as COVID-19. They were ill for months and she suffered damage to her short-term memory. Between 5/2003 through 4/2022, she owned and operated as a chef at TOLA Cafe, a full-service restaurant in the Antique District of Denham Springs. Ms. Dugas struggled to comply and adapt to all new regulations for the following 18 months. During that time her only sibling unexpectedly passed away. Due to inflation and COVID-19 regulations, the cafe closed down 4/2022.
Ms. Dugas is asking that her fees be waived, because of her memory loss induced by COVID. It took 2 years for long-term COVID to be recognized. She began to regain her memory and attempted to address her late filings. Her previous past-due fees have been paid in full. Ms. Dugas states that the fees would place a burden upon her and her family.

La. R.S. 42:1124.2
requires each person holding a public office who represents a voting district having a population of 5,000 or more persons to file an annual personal financial disclosure statement on or before May 15th of each year during which the person holds office and the year following termination of the holding of such office.
La. R.S. 42:1124.4 provides that upon discovery of the failure to file, failure to timely file, omission of information or inaccurate information, the Board shall notify the filer by sending him a notice of delinquency by certified mail. The notice of delinquency shall inform the person that the financial statement must be filed, or that the information must be disclosed or accurately disclosed, or that a written answer contesting the allegation of such failure, omission, or inaccuracy must be filed no later than seven (7) business days after receipt of the notice of delinquency.
