Request that the Board waive the $800.00 and $240.00 campaign finance late fees assessed against Deborah Smith, an unsuccessful candidate for Member of School
Board, District 4, City of Monroe (Pop. 47,702) in the November 8, 2022 election, whose 30-P and 10-G campaign finance disclosure reports were filed 20 and 6 days late, respectively. |

Deborah Smith requests a waiver and states the following:
As a first-time
candidate, she did not understand the responsibility of running for office. She was overwhelmed when
she had to wait for approval to find out if she qualified for the district in which she was seeking election.
There were redistricting issues and for several weeks it was in limbo. She did not locally receive
guidance from seasoned elected officials. Ms. Smith received the packages issued by the Ouachita Parish
Clerk of Court and qualified on the last day. She scrambled to assemble a planning committee. She is
grateful to the LA Finance Dept for their assistance and the BOE. As a Paraprofessional for Monroe City
School with her income, the fees would cause financial hardship. She would like to humbly ask for a
waiver of the assessed late fee.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed.
