James Keith Bates requests a waiver and states the following:
Unfortunately, his reports were filed late due to medical issues which stemmed from having COVID, while in his doctor's care. He has always mailed his reports, but he had to have assistance with the matter due to the reports being e-filed and a lack of computer knowledge. Mr. Bates would like to ask that you reconsider your decision and waive these fees.
