Request that the Board waive the $240 and $1,000 for a total of $1,240 campaign finance late fees assessed against Arthur Laughlin, an unsuccessful candidate for Council Member, District 11, St. Tammany Parish, in the November 8, 2022 election, whose 10-P and 30-P campaign finance disclosure reports were filed 6 and 26 days late, respectively. |

Arthur Laughlin requests a waiver and states the following: He received a notice for the 30-P and 10-P reports after filing late. This was his first
election and along with the normal stressors of an election campaign, his father died in the middle of his
campaign on 9/29/2022. His father did not make arrangements for his funeral and died a pauper. Mr.
Laughlin could not afford to bury him until 10/17/2022. His father's final days, death, and funeral put
an enormous amount of stress on him and clouded his thoughts for most of October and November. He
apologizes for the tardiness and humbly requests a waiver of the assessed late fee.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed.
LAC 52:1205B(1) states that states that if, during the 14 days prior to the report being due, a death of an immediate family member occurs, the fine shall be rescinded.

With respect to the 30-P, rescind based on Rule 1205B(1).
With respect to the 10-P, suspend all but $100, based on future compliance.
