Gerald B. Allen Jr. requests a waiver and states the following:
He was running against another opponent, who withdrew from the race one and a half months prior to the election. When he submitted the report he had a zero balance, which was placed on the final form. Previously, he hadn't run for elections and during this time he was working four jobs to provide for his family. He acknowledges that he filed the report late and is asking for leniency since he has already paid the $880 assessed late fee.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed.
