Request to waive the $1,500 late fee assessed against Crystal Ellis for filing the 2023 lobbying registration 69 days late.
Facts:
Ms. Ellis states that she was hired by the organization she represents, Save The Children Action Network, on March 27, 2023. Ms. Ellis states that May 1, 2023 was her first time interacting with lawmakers as she joined coalition partners for an event at the Capitol for Early Childhood Education day. On May 22-23, 2023, her organization sponsored a campaign and at that time she was instructed to register as a lobbyist for reporting purposes. Ms. Ellis states that she does not have the funds to pay such a fee and doing so would be detrimental to her household and family.

Law:
R.S. 24:53A provides that "[e]ach lobbyist shall register with the ethics board as soon as possible after employment as a lobbyist or after the first action requiring his registration as a lobbyist, whichever occurs first, and in any event not later than five days after employment as a lobbyist or not later than five days after the first action requiring his registration as a lobbyist, whichever occurs first."
