Donald Richard requests a waiver and states the following:
He is a first-time candidate for Lafayette Parish Council District 2, and created a donation account. Former office holders informed him that he would receive instructions on how to file financial reports during the August 2023 qualifying period. However, they were unaware that he had received funds in 2022. In spring 2023, he was advised to reach out to the BOE to confirm if he needed to file before qualifying. Unfortunately, he was informed that not only did he need to file, but his report was also past due. His accountant filed immediately. Mr. Richard has learned that there are regulations that he should have researched. He hopes that you will waive the late fee he was assessed and appreciates your consideration.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed.
