Dorothy Ann Watkins, requests a waiver and states the following: She believed she filed the 2017 Supplemental on or before the due date. The balance remained $63.91 from January 1, 2017 through December 31, 2017 and she thought that a report was not required if there weren't any contributions, expenditures, or loans made during the reporting period. In 2018, she qualified for reelection and was unopposed. When she contacted BOE she wasn't notified that she needed to submit a 2017 Supplemental. If she had any idea that her filing history was incorrect she would have filed immediately.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed.
