Request submitted by Fisher Investments/Liz Dhillon to waive a $2500 late fee assessed for filing their 2022 Retirement Systems Financial Disclosure Statement 164 days late.
Facts:
Liz Dhillon is requesting a waiver of the late fee on behalf of Fisher Investments. Fisher Investments provides investment management services to multiple State of Louisiana retirement systems and they take their obligations seriously. Unfortunately, they were unintentionally tardy in disclosing an expenditure. Once identified, they reported it on the next semi-annual report filed on 1/26/2023. They have enhanced their procedures to ensure no delays in reporting to reoccur. Fisher Investments has historically filed all of its Retirement Systems Disclosures in a timely manner without error.

La. R.S. 42:1114.2A provides that each person who has or is seeking to obtain contractual or other business or financial relationships with a state or statewide public retirement system shall file with the Board of Ethics, in the manner provided in this Section, a report of all expenditures for a retirement official or retirement officials.
B. A report shall be filed semiannually as follows:
(1) By August fifteenth for the period from January first through June thirtieth.
(2) By February fifteenth for the period from July first through December thirty-first.
Recommendations:
Suspend all based on future compliance with the Code of Ethics.
