RE:
Request that the Board waive the three (3) $1,000 campaign finance late fees ($3,000 total) assessed against John L. Barthelemy, Jr., an unsuccessful candidate for Plaquemines Parish School Board, District 1, in the November 8, 2022 election, whose 2019, 2020 and 2021 Annual campaign finance disclosure reports were filed 980, 630 & 245 days late, respectively.
Facts:
John L. Barthelemy, Jr requests a waiver and states the following: He was not made aware by Al Barthelemy of his late filings until October, 2022. Mr. Al was diagnosed with cancer in October 2022, so Mr. Barthelemy assigned his daughter the duty to file. She informed him that the 2022 report needed to be filed before the 2019, 2020, and 2021 reports. His bank statements were requested which took time. Mr. Barthelemy was a public servant for Plaquemines Parish and a Southern University System Board member while being engulfed in the COVID crisis. He was his mom's caretaker, who broke her arm and later passed away on August 6, 2020. His grandson was murdered on June 6, 2020. His daughter's health declined soon after and she suffered a stroke in March 2022. He was overwhelmed and did not make sure the reports were submitted. Mr. Barthelemy acknowledges he was at fault and would like to ask that you waive his fees.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed.
