Waiver request submitted by Ronald Weldon Seal, Workforce Development Board, St. Charles Consortium / Area #14, regarding a $350 late fee assessed for filing his amended 2020 Tier 2.1 annual pfd 7 days late.
Facts:
Ronald Seal received a notice to file but since he was new to the process, he was unaware he had to remember that his disclosures needed to be filed. Although he did attempt to satisfy his requirements, the same mistake was made two years in a row. In 2023, he filed timely, but it was an inaccurate filing. He volunteered to be the representative for the local K-12 school system and dedicated his career to helping students receive quality education that will lead to career opportunities. Mr. Seal states that he would never do anything unethical for financial gain. his priority is to help build system and networks in the school system, not to send disclosures to report income. He does not recall his exact schedule the days following his receipt of the amendment notice, but he imagines he was in the midst of time-sensitive work. This situation has caused him to rethink his position as a public servant. please waive the late fee.

Law:
La. R.S. 42:1124.2.1 requires financial disclosure for each member and designee of a board or commission which has the authority to expend, disburse or invest $10,000 or more of funds in a fiscal year on or before May 15th of each year during which the person holds office and the year following termination of the holding of such office. La. R.S. 42:1124.4 provides that upon discovery of the failure to file, failure to timely file, omission of information or inaccurate information, the Board shall notify the filer by sending him a notice of delinquency by certified mail. The notice of delinquency shall inform the person that the financial statement must be filed, or that the information must be disclosed or accurately disclosed, or that a written answer contesting the allegation of such failure, omission, or inaccuracy must be filed no later than seven (7) business days after receipt of the notice of delinquency.
Recommendations:
Suspend all based on future compliance with the Code of Ethics.
