Jeff Free is a duly elected sitting member of the City Council for Bossier City. The City Council appoints one member to the Cypress Black Bayou Recreation and Water Conservation District Board. On or about August 1, 2023, Lisa Free, the wife of Jeff Free, was hired by a majority vote of the existing Cypress Black Bayou Recreation and Water Conservation Board as the office administrator.
Mr. Free asks whether the hiring of Lisa Free violates the provisions of the Code.

La. R.S. 42:1119A. No member of the immediate family of an agency head shall be employed in his agency.
La. R.S. 42:1119B(1) No member of the immediate family of a member of a governing authority or the chief executive of a governmental entity shall be employed by the governmental entity.
(11) "Governing authority" means the body which exercises the legislative functions of a political subdivision.
(12) "Governmental entity" means the state or any political subdivision which employs the public employee or employed the former public employee or to which the elected official is elected, as the case may be.
