RE:
Request that the Board waive the $2,500.00 campaign finance late fee assessed against Mike Francis, an unsuccessful candidate for Secretary of State in the October 14, 2023 election, whose 180-P campaign finance disclosure report was filed 107 days late.
Facts:
Brice A. Meche submitted a waiver request on behalf of Mike Francis and requests a waiver and states the following: Although the report covers from 1/1/2023 to 4/7/2023, Mr. Francis had not yet announced his candidacy for the Office of Secretary of State. His preparer, Charles Abshire, assumed that all expenditures made during that time period would be reported on a supplemental report for the past election. He believed that the first report would be the 90-P, which was filed timely. Once Mr. Abshire was made aware of this misunderstanding, he sought guidance from a BOE representative. He amended the 180-P and 90-P reports, closed the filed reports for the previous elections, and rolled over the remaining funds into the current election.
