Advisory Opinion request from Clarence Copeland, Executive Director of the Louisiana Educational Television Authority, regarding the possible employment of Shauna Sanford, a former employee of the Office of the Governor.
Facts:
The Louisiana Educational Television Authority ("LETA") is an agency within the State of Louisiana's Department of Education as provided in La. R.S. 36:651. LETA is authorized to serve as the official licensee of the state's public television network known as Louisiana Public Broadcasting. Pursuant to La. R.S. 17:2503, LETA is governed by a 21-member board, one of whom is the Governor, or his designee.
Shauna Sanford was employed as an Assistant Deputy Chief of Staff for Communications and Special Projects in the Office of Governor until the end of 2023. From June 14, 2022, until December 18, 2023, Ms. Sanford served as Governor Edwards's designee on the LETA board.
LETA currently has an opening for a senior producer. Mr. Copeland asks whether Ms. Sanford can be hired by LETA to fill this vacancy.
Law:
La. R.S. 42:1121A(2) states that no former member of a board or commission shall, for a period of two years following the termination of his public service on such board or commission, contract with, be employed in any capacity by, or be appointed to any position by that board or commission.
Recommendations:
Adopt the proposed advisory opinion.
