The City of Opelousas previously employed Stephen Woods as City Treasurer/Finance Director, whose job duties included primary and supervisory authority related to all financial affairs for the City, including the preparation of the annual budget. In this role, Mr. Woods reported directly to Mayor Julius Alsandor. Mr. Woods resigned from his employment on May 26, 2023. The City of Opelousas asks whether it can enter into a consulting contract with Mr. Woods to assist the City with the preparation of the annual budget.

La. R.S. 42:1121(B): No former public employee shall ... for a period of two years following the termination of his public employment, render any service which such former public employee had rendered to the agency during the term of his public employment on a contractual basis, regardless of the parties to the contract, to, for, or on behalf of the agency with which he was formerly employed.
La. R.S. 42:1102(20.1) defines "service" as the performance of work, duties, or responsibilities.
