Charles E. Marsala requests a waiver and states the following: He is a first-time candidate running against a two-time incumbent, and his treasurer had previously filed his reports. He was not seeking to raise funds and did not expect to win. There weren't any donations, so he assumed there was no need to file. Mr. Marsala was traveling at the time the report was due. Upon returning, he caught his error and contacted a BOE representative to help file his report. The campaigning period was short, and he was overwhelmed with the requests and questionnaires. He was distracted by the deadlines. Also, it took days to open his campaign account since his bank did not tend to open those accounts. Please waive the late fee.
