Consideration of a draft of Rules for the Louisiana Board of Ethics concerning expenditures made by political committees. |

La. R.S. 18:1511.2A provides that "the supervisory committee may adopt and promulgate rules and regulations in accordance with the Administrative Procedure Act necessary to effectuate the provisions and purposes of [the Campaign Finance Disclosure Act (CFDA)]. Such rules shall be in conformity with the provisions of [the CFDA] and may include but shall not be limited to any rule to:
1) Provide for operations of the [Board of Ethics] and for [Board of Ethics] investigations and proceedings pursuant to [the CFDA].
2) Clarify a provision of [the CFDA].
3) Define a term used in [the CFDA].
4) Apply a general provision of [the CFDA] or of a [Board of Ethics] rule or regulation to specific circumstances.
La. R.S. 42:1505.2I provides that "contributions received by a candidate or a political committee may be expended for any lawful purpose, but such funds shall not be used, loaned, or pledged by any person for any personal use unrelated to a political campaign, the holding of a public office or party position, or, in the case of a political committee, other than a candidate's principal campaign committee or subsidiary committee, the administrative costs or operating expenses of the political committee."
