Daniel Loftin is the owner of Famous Flowers & Gifts. He opened the flower shop in Logansport, Louisiana, in 2012 because he saw a need in the rural town. His shop is the only flower shop in Logansport. All of Desoto parish only has one other flower shop. His wife, Katy Loftin, is a kindergarten teacher at Stanley High School. His wife's sister, Amy Stroud, and her husband, Stephen Stroud, are teachers at Logansport High School. Daniel Loftin asks whether his flower shop can do business with Stanley High School and Logansport High School.

La. R.S. 42:1113A(1)(a) provides that no public servant, excluding any legislator and any appointed member of any board or commission and any member of a governing authority of a parish with a population of ten thousand or less, or member of such a public servant's immediate family, or legal entity in which he has a controlling interest shall bid on or enter into any contract, subcontract, or other transaction that is under the supervision or jurisdiction of the agency of such public servant.
