David "Dave" Carskadon requests a waiver and states the following: He was diagnosed with multiple chronic medical issues. Mr. Carskadon has also been an active church/choir member and has overextended himself, which caused him to have a time-lapse in his itinerary. He used his disability funds to fund his campaign and used savings for his income disability. He is also dealing with a court case that has added to his stress.
