RE:
Request for an advisory opinion regarding whether the Code of Governmental Ethics ("Code") permits Travis Byland to provide engineering services to the Louisana Coastal Protection and Restoration Authority ("CPRA") after his retirement from CPRA.
Facts:
Travis Byland was previously employed as an Engineer 6 Supervisor/ Project Manager within the Project Management Division until his retirement in September of 2023. His direct supervisor was James McMenis. Mr. Byland was responsible for the maintenance of budgets and schedules, development of project scope, review of design submittals, stakeholder coordination and consultation, and other similar project-specific tasks. During his last two years at CPRA, he worked on the following projects:

· River Reintroduction into Maurepas Swamp (PO-0029)

· West Shore Lake Pontchartrain (PO-0062)

· Grand Isle State Park Improvements (BA-0214)

· Grand Isle and Vicinity (BA-0210)

In September of 2023, Mr. Byland became employed by GIS Engineering, LLC ("GISE"), a consulting firm that provides transportation, marine, environmental, survey, and construction engineering services. On February 28, 2024, GISE was selected by CPRA to provide Engineering Services for the Grand Isle and Vicinity - Island Length Breakwaters and Long-Term Sustainability Analysis Project (BA-0277). Mr. Byland was not involved in BA-0277 during his employment at CPRA.

Law:
La. R.S. 42:1121B(1): No former public employee shall, for a period of two years following the termination of his public employment, assist another person, for compensation, in a transaction, or in an appearance in connection with a transaction in which such former public employee participated at any time during his public employment and involving the governmental entity by which he was formerly employed, or for a period of two years following termination of his public employment, render, any service which such former public employee had rendered to the agency during the term of his public employment on a contractual basis, regardless of the parties to the contract, to, for, or on behalf of the agency with which he was formerly employed.
Recommendations:
Adopt the proposed Advisory Opinion.
