RE:
Request that the Board waive the $2,000.00 campaign finance late fee assessed against Raoul Armando "Skip" Galan, a disqualified candidate for State Senator, 10th Senatorial District, Jefferson Parish, in the October 14, 2023 election, whose 30-P campaign finance disclosure report was filed 113 days late.
Facts:
Raoul Armando Galan requests a waiver and states the following:

He amended his report with help from a BOE representative. There weren't any expenses or money transfers. Mr. Galan's contractor has his storage bins containing his information for the needed reports. The contractor became ill and has refused to return any calls, so he has been unable to retrieve any documents. Due to COVID-19 vaccines, he experiences brain fog at the age of 76.

Law:
18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed.

Rule 1205D provides that if the candidate officially withdrew with the Secretary of State and made no expenditures other than the qualifying fee, the fine shall be rescinded.
