Marcie Huddleston was appointed to the Winn Parish Library Board in February 2024. Ms. Huddleston's brother, Brent Chandler, and his business, DBM Computers, previously provided IT services and support to the library as needed. He does not have a contract with the library.
The Winn Parish Library Director asks whether Brent Chandler and his company can provide IT services and support to the library while his sister, Marcie Huddleston, serves on the Winn Parish Library Board.

La. R.S. 42:1113(B) states that no appointed member of any board or commission, member of his immediate family, or legal entity in which he has a substantial economic interest shall bid on or enter into or have a substantial economic interest in any contract, subcontract, or other transaction which is under the supervision or jurisdiction of the agency of such appointed member.
