RE:
Request that the Board waive the $120, $360, and $80 ($560 total) campaign finance late fees assessed against Aaron Kyle Watson, an unsuccessful candidate for Member of School Board, District 1, Zachary Community in the November 8, 2022 election, whose 30-P, 10-G & 2022 Supplemental campaign finance disclosure reports were filed 3, 9 & 2 days late, respectively.
Facts:
Aaron Kyle Watson requests a waiver and states the following: He ran for Zachary School Board District 1 in the 2022 election because his friends and neighbors asked him to. He had no idea what he was getting into, especially with filing disclosures. Mr. Watson had very little guidance on the policies and deadlines. The 10-G LFO was delivered while he was on vacation. As for the 30-P and 2022 SUPP reports, he forgot to file them because he is a small business owner with two daughters. Mr. Watson was unsure if he needed to file since he was self-funded. He acknowledges this is not an excuse, but it would be greatly appreciated if the fee is waived or reduced.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed.

LAC 52:1205(C) states if a report is filed more than 10 days late and the amount of activity on the report is less than the amount of the late fee to be assessed, the staff may reduce the late fee to the amount of activity or 10 times the per-day penalty, whichever is greater.
