The East Baton Rouge Finance Department is comprised of seven divisions, including the Administration Division and the Budget Division.
Angela Sloan has been employed by the East Baton Rouge Finance Department since November 5, 2018, and has worked as the Executive Assistance in Finance Administration since March 25, 2023.
Christy Haldey is currently employed in the Budget Division of the Finance Department as the Budgeting Manager. Christy Hadley is the sister of Angela Sloan.
Christy Hadley is a candidate for the position of Assistant Finance Director under the Administration Division. In this role, there is a possibility that her duties would require her to supervise her sister, Angela Sloan.
PROPOSED DISQUALIFICATION PLAN:
To avoid any potential violations of the Code, any decisions or approvals regarding Angela Sloan's employment will be handled by Ms. Sloan's current supervisor, Nan Butler, the Assistant Financial Projects Coordinator and Angie Savoy, who is interim Finance Director.

La. R.S. 42:1112B(1) states that no public servant shall participate in a transaction involving the governmental entity in which, to his actual knowledge, any member of his immediate family has a substantial economic interest.
La. R.S. 42:1112C allows a disqualification plan to be developed in accordance with rules adopted by the Board to remove a public servant from participating in transactions that would otherwise present violations of Section 1112 of the Code.
