Staff sent out a survey to all state agencies responsible for receiving campaign finance and disclosure filings and compiled a review of those findings in the draft report that is attached.

Act 664 of the Regular Legislative Session directed the Louisiana Board of Ethics to conduct an investigation and analysis of best practices of other stated that could be implemented to modernize Louisiana campaign finance and disclosure system, including a system that could be implemented in Louisiana. The Board shall report as to its findings and recommendations to the Speaker of the House, the Senate President, the Governor, and the Secretary of State no lather than January 31, 2025. The report shall include:
a. an analysis of the potential costs and benefits of updating Louisiana's campaign reporting technology
b. a study of the feasibility of implementing a system that allows for simplified electronic filing of any and all campaign finance-related disclosure reports that
1) uses a single login for each user capable of accessing and filing for multiple campaigns/committees..
2) has a deadline tracker
3) allows real-time calculations of total expenditures and debts
4) has simplified digital templates
5) allows for the integration of application program interface (API) technology at all levels of campaign filing
6) has the ability to generate data models and maps like those use by the Washington State Public Disclosure Commission.
