Advisory opinion request regarding whether the Code of Governmental Ethics (Code) prohibits Darius Spurlock from accepting a graduate student stipend while employed at Louisiana Office of Student Financial Aid (LOFSA).
Facts:
Darius Spurlock is currently enrolled at Louisiana State University in the College of Education graduate program to receive a Master of Counseling. As such he is enrolled in the College of Education graduate student internship. The graduate student internship comes with a stipend. The stipend is part of a grant from the Board of Regents to the College of Education to support the mental health of college students in Louisiana. As an intern he is required to provide 300 hours of counseling over the course of a semester to complete the internship. Mr. Spurlock is currently employed as a Comprehensive Advising Officer for LOFSA. Mr. Spurlock will not conduct the required training for the internship during his work time at LOFSA.
