John C. Hamilton requests a wavier and states the following: After receiving the NOD, Mr. Hamilton contacted a BOE representative and was guided through the filing process. Mr. Hamilton inquired whether he should have received a notification of the pending report due date. He was told that a notice would be sent to the individual who prepared and filed the report. That person was his CPA's wife, who retired over a year earlier and had closed out her PO Box, which was listed in the BOE records. The forwarding address had long since expired before the notification of the due date was mailed, so they never received the notice.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed.
