Mildred Jeane Greer was unaware of the requirement to file the HSD Disclosure Statement until 2/5/2025 when she immediately filed it. After the passing of the HSD Administrator Michael Carroll, Ms. Greer was appointed as interim administrator on 1/4/2024. During Mr. Carroll's 40 years of service, the report was never required to be filed. The reminder notice was sent to HSD Board Chairman Paul Lipe and was disregarded because it was not previously required. Ms. Greer was required to file because the Richland Parish Hospital has employed her daughter as a full-time pharmacist since April 2017. Before that time, her daughter worked for the hospital as a student in various positions. Ms. Greer never intended to mislead or avoid filing the disclosure.

La. R.S. 42:1119B(2)(b)(ii)
provides that no later than January
thirtieth of each year, any chief executive and any member of a board of a
hospital service district or hospital public trust authority whose immediate
family member enters into an initial recruiting contract with or is employed by
the hospital service district or hospital public trust authority shall file a
disclosure statement with the Board of Ethics stating the facts of such
employment. Any person who fails to timely file a disclosure statement under
this Item may be assessed a late fee of fifty dollars per day, not to exceed
$1,500.
