Discussion regarding legislation filed for the 2025 Legislative Session as to the laws administered by the Louisiana Board of Ethics.
Facts:
HGA = House and Governmental Affairs Committee
SGA = Senate and Governmental Affairs Committee
The Legislative Session ended on June 12, 2025.

The following bills passed by Legislature and signed by Governor:

Act 162 - Provides for broadcast and recording of BOE Meetings - Effective 1/1/26 (HB 216 - Rep. Jackson)
Act 184 - Provides an exception for post-employment restrictions for sexual assault nurse examiners. - Effective 8/1/25 (HB 355 - Rep. Freeman)

Act 301 - Provides for revisions to the Ethics Code. - Effective 6/11/25 (HB 674 - Rep. Beaullieu)



***House Resolution 202 (Rep. McMakin) - Requires BOE to provide data regarding campaign finance filings of justices of the peace from 2020 through 2025.

The following bills passed by Legislature, awaiting signature of Governor as of June 18, 2025:

HB 592 (Rep. Beaullieu) - Provides gubernatorial transition and inauguration disclosure reports shall be complete through Jan. 31st.


HB 686 (Rep. Owen) - Provides for the registration of foreign adversaries.

HB 693 (Reps. Wright and Beaullieu) - Provides for revisions to the Campaign Finance Disclosure Act.

The following bills did not pass out of the Legislature:

HB 160 (Rep. Dickerson) - Provided relative to ethics complaints. (Passed House; Passed SGA; pending Senate)

HB 586 (Rep. McMakin) - Provides for the calling of a constitutional convention. (Passed HGA; pending House Appropriations)

HB 590 (Rep. Spell) - Provides relative to foreign funding for elections and election campaigns. (Passed House; pending Senate)


SB 84 (Sen.. Talbot) - Provides for employment with the Ernest N. Morial-New Orleans Exhibition Hall Authority. (Pending Senate Local and Municipal Affairs Committee)

***This proposed exception was included in HB 674.


SB 109 (Sen. Seabaugh) - Constitutional amendment to provide for prohibit foreign donations in elections. (Passed Senate, Passed HGA, pending House Civil Law & Procedure Committee)

SB 183 (Sen. Morris) - Creates the crime of unlawful accepting of a thing of value by a public servant. (Passed SGA; pending Senate)

SB 197 (Sen. Stine) - Provides for reporting an expenditure for celebrity endorsements in campaigns. (Pending SGA)







Law:
R.S. 42:1134J provides that the Louisiana Board of Ethics "shall make recommendations to the governor and the legislature for revisions in the Code of Governmental Ethics and other legislation relating to the conduct of public servants and other persons subject to the provisions of this Chapter who are within its jurisdiction."
