Request that the Board reconsider its decision to decline to waive seven (7) late fees of $2,800, $2,000, $3,000, $3,000, $3,000, $885, and $3,000 (total $17,685) assessed against the New Orleans East Leadership, a political action committee, and its committee's chairperson, Dwight Jarrett in the November 6, 2018 election, whose Special reports were 14, 10 and 33 days late; EDE-P, 10-G, EDE-G and 40-G reports were filed 35, 23, 115 and 84 days late. |

Original request stated: They were not aware that they were required to file campaign finance reports until they were contacted by a campaign finance reporting consultant. They have retained the services of a CPA to handle the bank account and record keeping, who will work with their campaign finance consultant to complete future reports.
Reconsideration from Dwight Jarrett, chairperson states the following: They relied solely on volunteers for all tasks, but unfortunately, this approach did not prove effective. Once they were made aware of the reporting requirements, they promptly retained the services of Campaign Finance Consultant Bruce Gallassero. All subsequent reports have been filed on time for the past six years. Per their consultant's recommendation, they began filing the reports online. After appearing before the Board in 2019, they paid all their fines of $2,500 by December 2020. The PAC would like to make an appearance.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed. 18:1484.(2)(b). Each candidate for any other public office shall file reports of contributions in excess of two hundred dollars in the aggregate during the aggregating period.
