Request that the Board waive a $1,000.00 campaign finance late fee assessed against Lori Jupiter, an unopposed candidate for Judge, Civil District Court, Division I, New Orleans Parish, in the November 3, 2020 election, whose 2024 Supplemental campaign finance disclosure report was filed 18 days late ANDUntimely request that the Board waive $800 and $2,300 ($3,100 total) campaign finance late fees assessed against Lori Jupiter, an unopposed candidate for Judge, Civil District Court, Division I, New Orleans Parish, in the November 3, 2020 election, whose 2023 and 2021 Supplemental campaign finance disclosure reports were filed 8 and 23 days late, respectively.

With respect to SUPP2024 Lori Jupiter timely requests a waiver and states the following: She takes full responsibility for the untimely filing of her report. The first three months of 2025 were unpredictably busy for the City District Court for Orleans Parish and Judge Jupiter's division. New Orleans faced challenges citywide with building and street closures as they worked on last-minute security and construction. This delayed her meeting with the report preparer, and she had to reset her docket to serve those unable to attend court due to the uncertainty of navigating the city. She understands punctuality, appreciates your consideration, and asks that you consider waiving or reducing the assessed late fee. She will take the necessary steps to ensure this does not happen again.

Untimely


With respect to SUPP2023 and SUPP2021 reports, Lori Jupiter submits an untimely waiver request and states the following: She regrets she does not have a strong excuse as to these delays despite the clear warning of accruing fines. She believes that judges may be afforded some leeway considering their tedious responsibilities. She was a newly elected judge and was still learning the responsibilities of the position.

Law:
18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed.

18:1495.4D(1) If the final report of a candidate for an election, as required by Paragraph (5), (6), or (7)of Subsection B of this Section, shows a deficit or a surplus, the candidate and his treasurer, if any, shall file supplemental reports with the supervisory committee of all information required in R.S. 18:1495.5. Such reports shall be filed annually no later than February fifteenth and shall be complete through the preceding December thirty-first. Such a supplemental report shall be filed each year until a report has been filed which shows no deficit and until any surplus campaign funds have been disposed of in accordance with R.S. 18:1505.2(I). The report on surplus funds shall disclose the disbursement of such funds in the same manner as expenditures are reported.

LAC 52:1205B(2) states that if, during the 14 days prior to the report being due, a serious medical condition, in the considered judgment of the staff, prevented the filer or person regularly responsible from making the report, the fine shall be rescinded.


Recommendations:
Decline to consider untimely waiver requests for SUPP2023 and SUPP2021 reports; decline to waive fee for SUPP2024 report.
