James Brent Moreland requests a waiver and states the following: When he qualified as a candidate with the Bossier Parish Clerk of Court, he was given two envelopes required for filers, and he contacted the Louisiana Secretary of State's Campaigns Office for clarification. Mr. Moreland was advised that specific statutes and requirements had changed and his documentation was not the most current version. Still, the updated materials had not been officially printed or distributed. Mr. Moreland did the best with the information provided to him. He is willing to make an appearance, if necessary.
