Ms. Massey currently has outside employment with Theophilus Oil, Gas & Land Service, LLC. Her duties include Currier and GIS analyst services, neither of them is part of her public job duties as a mineral production manager. She wants to know if she can research royalty payments for Theophilus Oil, Gas & Land Service, in her free time on www.sonris.com. This information is available to the public on the DENR website, and she would not research for them during work hours. Further, she provided that her Section, the Mineral Production Section, does not maintain the database. Her public duties are to audit output volume she does not handle any royalties, or financial data, that is available on www.sonris.com.
