Rory V. Bellina, on behalf of Ben Zahn, requests a waiver and states the following: On 3/10/2023, Mr. Zahn received a notice concerning excessive campaign contributions. He immediately resolved the matter and refunded all excessive contributions to the respective donors. He believed this resolved any issues pertaining to his reports. Although ignorance is not an excuse, Mr. Zahn's campaign manager, who typically assisted with report filing, quit immediately after the election. Therefore, he was unaware that anything needed to be filed. Mr. Zahn has always been eager and willing to work with the BOE and is currently in the process of filing his final report.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed.
