Request for approval of proposed disqualification plans submitted on behalf of the St. Martin Parish Sheriff's Office.
Facts:
Terry Guidry and Kloe Guidry

Kloe Guidry has been a part-time employee of the St. Martin Parish Sheriff's Office ("Sheriff's Office") since August 2024 and serves as the Clerical Assistant for the Enforcement Division. Her father, Major Terry Guidry, has been employed with the Sheriff's Office since November 1997 and serves as the Commander of the Support Services Division.

Given their current positions in separate divisions, it is unlikely that the parties will be required to work together. However, to avoid any potential violation of La. R.S. 42:1112, the Sheriff's Office submits the following proposed disqualification plan for the Board's approval.

Proposed Disqualification Plan

Terry Guidry shall be disqualified and excluded from any and all duties, decisions, and/or approvals required by the St. Martin Parish Sheriff's Office that affect the employment and/or salary of his daughter, Kloe Guidry.

Terry Guidry's chain of command is as follows: Chief Deputy, Sheriff.

Kloe Guidry's chain of command is as follows: Executive Officer, Enforcement Division Commander/Lieutenant, Enforcement Division Commander/Major, and Chief Deputy, ultimately leading to the Sheriff.

The duties, decisions, and/or approvals of all matters pertaining to the employment of both parties will flow up the above-listed chain of command directly to the Sheriff or an individual appointed by the Sheriff to make such decisions.

Katie Santiny and Chloe Melancon

Chloe Melancon started employment with the St. Martin Parish Sheriff's Office ("Sheriff's Office") on October 2, 2025, and serves as a Correctional Officer in the Corrections Division. Her mother, Katie Santiny, has been employed with the Sheriff's Office since July 9, 2019, and serves as a supervisor in the 911 Communications Department under the Support Services Division.

Given their current positions in separate divisions, it is unlikely that the parties will be required to work together. However, to avoid any potential violation of La. R.S. 42:1112, the Sheriff's Office submits the following proposed disqualification plan for the Board's approval.

Proposed Disqualification Plan

Katie Santiny and Chloe Melancon are both indefinitely disqualified and excluded from any and all duties, decisions, and/or approvals required by the St. Martin Parish Sheriff's Office that affect the employment and/or salary of one another.

Katie Santiny's chain of command is as follows: 911 Communications Executive Director, Support Services Division Commander/Major, Chief Deputy, Sheriff.

Chloe Melancon's chain of command is as follows: Corrections Sergeant, Corrections Lieutenant, Assistant Warden/Captain, Warden/Major, Chief Deputy, Sheriff.

The duties, decisions, and/or approvals of all matters pertaining to the employment of both parties will flow up the above-listed chain of command directly to the Sheriff or the individual appointed by the Sheriff to make such decisions.

Law:
La. R.S. 42:1112B(1) provides that no public servant shall participate in a transaction involving the governmental entity in which, to his actual knowledge, any member of his immediate family has a substantial economic interest.

La. R.S. 42:1112C allows a disqualification plan to be developed in accordance with rules adopted by the Board to remove a public servant from participating in transactions that would otherwise present violations of Section 1112 of the Code.

La. R.S. 42:1102(2)(a)(i) defines "agency" to mean a department, office, division, agency, commission, board, committee, or other organizational unit of a governmental entity.

La. R.S. 42:1102(13) defines "immediate family" as the term relates to a public servant to mean his children, the spouses of his children, his brothers and their spouses, his sisters and their spouses, his parents, his spouse, and the parents of his spouse.

Recommendations:
Approve the proposed disqualification plans.
