Jewell Freeman is the Chief Audit Executive for the Louisiana
Department of Safety and Corrections - Corrections Services ("DPS&C-CS"). She
submitted an advisory opinion request regarding whether DPS&C-CS may allow Transitional
Work Programs ("TWP") to maintain their Offender Trust Accounts ("OTA") at the
Department of Corrections Credit Union or other credit unions federally insured
by the National Credit Union Administration ("NCUA"). Currently, each TWP
establishes an OTA at a federally insured bank and may not establish an OTA at
a credit union per a provision created by DPS&C-CS.
