Henry F. Doaty is a Councilman for the City of Bastrop. During
a City Council meeting in September 2025, an item came up for discussion and
vote involving the nomination of another council member's spouse to the local
civil service board. The vote was not seconded and the nomination failed. At
the October 2025 City Council meeting, this nomination came up again for
discussion, but it was subsequently tabled.

LAC 52:I.601 states that the board shall receive requests for
advisory opinions filed with it by affected persons. Requests for advisory
opinions shall be in writing, state the name and address of the person
requesting the advisory opinion, disclose his interest in the question presented,
state the governmental agency and/or individual involved, specifically describe
the transaction involved, be signed by the person making the request, and state
sufficient facts to enable the board to respond.
LAC 52:I.101 defines "affected person" as any person or governmental agency, or the authorized representative of such
person or agency with a demonstrable and objective interest in the board's
interpretation, construction, and application of any law within the board's
jurisdiction.
