Request the Board waive the $1,000 campaign finance late fee assessed against Thomas J. "Tom" Spencer, III, in his capacity as a candidate for Police Juror, District D, Rapides Parish in the October 12, 2019 election, whose 10-G campaign finance disclosure report was 260 days late.
Facts:
Thomas J. Spencer, III requests a waiver and states the following: This election was his first time running for public office, and he was unfamiliar with several of the reporting requirements at the time. After receiving the NOD, he immediately filed the report and believed the matter had been resolved. The oversight was unintentional and based solely on his experience as a first-time candidate. He has since participated in a second campaign, during which all required reports were submitted on time. Mr. Spencer would like to ask that the assessed late fee be waived, reduced, or suspended.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed.
