A hearing was held before the Ethics Adjudicatory Board (EAB) on October 31, 2025, at which the EAB determined:
Patrick D. Walker was a candidate for Coroner, Parish of Terrebonne, in the October 14, 2023 election.
The office of Coroner, Parish of Terrebonne, is a "District" level office.
Mr. Walker was required to file the 30-P, 10-P, and 10-G campaign finance disclosure reports.
Mr. Walker failed to file the 30-P, 10-P, and 10-G campaign finance disclosure reports.
The Louisiana Board of Ethics is authorized to impose a fine of not more than $10,000 per report against Mr. Walker.

La. R.S. 18:1484(1) requires each major and district office candidate to file certain campaign finance disclosure reports.
La. R.S. 18:1495.4(A) provides that the candidate is responsible for the filing of campaign finance disclosure reports by the deadlines provided in the Campaign Finance Disclosure Act.
La. R.S. 18:1495.4(B) requires each major and district office candidate to file a 30-P, 10-P and 10-G report.
La. R.S. 18:1505.1(A) provides that failure to submit the reports required by the Campaign Finance Disclosure Act shall constitute a violation of the Campaign Finance Disclosure Act.
La. R.S. 18:1505.1(B) provides that failure to submit the reports required by the Campaign Finance Disclosure Act at the time required shall constitute a violation of the Campaign Finance Disclosure Act.
La. R.S. 18:1505.4A(4)(a) provides that the Board of Ethics may impose on any person required to file such a report, who has not filed the report by the sixth day after the report is due and after an adjudicatory hearing by the Ethics Adjudicatory Board, an additional civil penalty not to exceed ten thousand dollars.
La. R.S. 18:1505.4A(4)(b) provides that the Board of Ethics may impose on any person required to file such a report, who has not filed the report by the eleventh day after the report is due and after an adjudicatory hearing by the Ethics Adjudicatory Board, an additional civil penalty not to exceed ten thousand dollars.
