Consideration of the assessment of the enhanced penalty pursuant to La. R.S. 18:1505.4A(4)(b) for Samuel "Quint" Carriere, candidate for Councilman, District 4, City of Alexandria, Rapides Parish, in the November 13, 2021 election, for his failure to file the 2022 and 2023 supplemental campaign finance disclosure reports.
Facts:
A hearing was held before the Ethics Adjudicatory Board (EAB) on September 11, 2025, at which the EAB determined:

Samuel "Quint" Carriere was a candidate for Councilman, District 4, City of Alexandria, Rapides Parish, in the November 13, 2021 election.

The office of Councilman, District 4, City of Alexandria, Rapides Parish, is an "Any Other" level office.

Mr. Carriere was required to file the 2022 and 2023 supplemental campaign finance disclosure reports.

Mr. Carriere failed to file the 2022 and 2023 supplemental reports.

The Louisiana Board of Ethics is authorized to impose a fine of not more than $10,000 per report.

Law:
La. R.S. 18:1484(2) requires a candidate for an "Any Other" level office that spends more than $2,500 or receives a contribution in excess of $200 to file certain campaign finance disclosure reports.

La. R.S. 18:1495.4A provides that the candidate is responsible for the filing of campaign finance disclosure reports by the deadlines provided in the Campaign Finance Disclosure Act.

La. R.S. 18:1505.1(A) provides that failure to submit the reports required by the Campaign Finance Disclosure Act shall constitute a violation of the Campaign Finance Disclosure Act.

La. R.S. 18:1505.1(B) provides that failure to submit the reports required by the Campaign Finance Disclosure Act at the time required shall constitute a violation of the Campaign Finance Disclosure Act.

La. R.S. 18:1495.4D(3)(a) provides that if a candidate is not an elected public official and shows a deficit or surplus equal to or greater than two thousand five hundred dollars, the candidate shall file supplemental reports with the Board of Ethics annually no later than February 15th, which shall be complete through the preceding December 31st. Such report shall be filed each year until a report has been filed which shows no deficit or surplus.

La. R.S. 18:1505.4A(4)(b) For all other reports required by this Chapter, in addition to any penalties which may be imposed by this Section or any other law, the supervisory committee may impose on any person required to file such a report who has not filed such report by the eleventh day after the report is due and after an adjudicatory hearing by an adjudicatory panel of the Ethics Adjudicatory Board conducted in accordance with the provisions of the Code of Governmental Ethics, with notice to the party who is the subject of the hearing, an additional civil penalty not to exceed ten thousand dollars.

Recommendations:
Assess a civil penalty of $10,000 for failure to file the 2022 supplemental campaign finance disclosure report.

Assess a civil penalty of $10,000 for failure to file the 2023 supplemental campaign finance disclosure report.
