| Request that the Board waive a $100.00 and $600.00 campaign finance late fee (total $700.00) assessed against Frank Robert Janusa, in his capacity as a candidate for Mayor, City of New Orleans in the October 11, 2025 election, whose 10-P and 10-G campaign finance disclosure reports were filed 1 and 10 days late, respectively. |

Frank Robert Janusa requests a waiver and states the following:
10-P: This was his first time running for political office. Before filing the 10-P report, he spoke with BOE representatives to seek guidance. Mr. Janusa has been a CPA for 53 years and is very familiar with computer software, but in his opinion, the LEADERS program is not user-friendly. He believes the software froze, preventing him from submitting his report until 12:15 AM on 10/2/2025. The report needed to be amended due to a software issue: a negative balance was entered, which is invalid for submission. Mr. Janusa has always been cognizant of the filing deadlines and communicated with BOE personnel. Please also note that the postman left the LFO green card in his mailbox, and Mr. Janusa delivered it to the post office on 1/27/2026.
10-G: Mr. Janusa worked on the 10-G report daily, since he did not have a finance manager to handle these matters. Due to poor eyesight, he believed the report was due on 11/15/2025 rather than 11/5/2025. Mr. Janusa has always been cognizant of the filing deadlines and communicated with BOE personnel. In addition to the issues mentioned, the postman left the LFO green card in his mailbox, and Mr. Janusa delivered it to the post office on 1/27/2026. These are first-time offenses.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed.
