Request that the Board waive two (2) $2,500.00 campaign finance late fees (total $5,000.00) assessed against Renada Collins, an unsuccessful candidate for Mayor, City of New Orleans in the October 11, 2025 election, whose 2024 Annual and 180-P campaign finance disclosure reports were filed 146 and 91 days late, respectively.
Facts:
Renada Collins requests a waiver and states the following: This is her first time running for elected office, and she had no prior experience with the CF reporting process. It was not willful, intentional, or an attempt to circumvent campaign finance law. Upon becoming aware of the reporting obligations, she submitted the required reports. She regrets the oversight and is committed to meeting all future requirements on time. This $5,000 fine represents a significant financial hardship for a first-time, grassroots mayoral campaign. Please waive or reduce the assessed late fee.

18:1505.4.A(1) Any candidate, the treasurer or chairman of a political committee, or any other person required to file any reports under this Chapter, who knowingly fails to file or who knowingly fails to timely file any such reports as are required by this Chapter may be assessed a civil penalty for each day until such report is filed.

LAC 52:1205(C) states if a report is filed more than 10 days late and the amount of activity on the report is less than the amount of the late fee to be assessed, the staff may reduce the late fee to the amount of activity or 10 times the per-day penalty, whichever is greater.

Recommendations:
With respect to 2024ANN, reduce to $1,600 based on Rule 1205C; decline to waive.

With respect to 180-P, reduce to $1,800 based on Rule 1205C; decline to waive.
