Derrick Shepherd requests a waiver and states the following: He attempted to submit his report on 3/2/26. After numerous failed attempts, he called the office to state that the server was down. He received a message stating that the electricity was out in the building and all reports would be due when power was restored. The public was not informed of the power restoration, nor was a deadline given. On 3/4/26, he called and was notified of the power restoration. He immediately filed.
